Standard Conditions of Play

STANDARD CONDITIONS OF COMPETITION PLAY

  1. The Toowoomba Golf Club Match Committee and its designated representatives may vary         these conditions and shall resolve any dispute or question arising as to the qualification of any entrant and may in its absolute discretion at any time and without assigning any person any reason therefore, refuse any entrant deemed ineligible to compete.
  2. All disputes shall be settled by the Match Committee.
  3. Play shall be in accordance with the Rules of Golf (referred to as a Rule or Appendix) and the Local Rules of the Club. Play, fixtures and conditions are subject to alteration by the Match Committee at their discretion.
  4. Competitors must be financial members of the Toowoomba Golf Club Ltd and any visitor must be affiliated with Golf Queensland or an equivalent Interstate or Overseas Association.
  5. Competitors must hold a Golf Australia handicap or a Toowoomba Golf Club Ltd handicap.
  6. The Match Committee reserves the right to establish and or alter   starting times. The starter shall have the authority to rearrange starting times.
  7. Players shall start at the time recorded on the time sheet. The penalty for a breach of rule is disqualification. However it is a condition of the event that, in the absence of circumstances which warrant waiving the penalty of disqualification as provided in rule 33-7, if the player arrives at his starting time the penalty for failing to start on time is loss of the first hole in match play or two strokes at the first hole in stroke play instead of disqualification.
  8. Competitors are requested to report to the starter 15 minutes prior to the appointed time given in the draw/time sheet. If a competitor has not reported 10 minutes before the time his/her time may be allocated to a player on the waiting list.
  9. Competitors must pay the prescribed competition fee set down by the committee.
  10. Professional golfers may be invited to compete at the discretion of the committee. Any such professional golfer must hold a recognised handicap, but will not be eligible to win a scratch or Honour Board event.
  11. Ties: Except as provided in conditions of an event, ties will be decided by the Golf Australia method of count back.
  12. Junior golfers may enter all Club competitions but are restricted to 2 Juniors per group with an adult member to mark their score card.
  13. Children on the Course:  No child under the age of 8 years, not actually playing in a competition shall accompany a member, either in a motorised golf cart or walking the course in any competition play, under any circumstances what so ever.
     No child under the age of eight years shall be permitted to play on the course except in the following circumstances:
     (i) The time in which the child is on the course, is a time permitted by the Board of Directors for social play and shall not in anyway interfere with any competition being conducted by the club and;
     (ii) The child must be accompanied by an adult person who is either a member or visitor, who has paid the appropriate fees or;
     (iii) The child is part of the Junior Development Program and is under the supervision of the Club Professional or his coaching staff/assistants.
  14. Competition Cards: All competition cards are to be returned to the scorer’s desk. All cards should be returned within 15 minutes of the round being competed.  Membership/Golflink numbers are to be shown on the score cards.
  15. Each player must have their own clubs and must contain three clubs and a putter.
  16. Not more than four (4) players may play together at one time, one ball per player. At the starters option singles and twosomes will be paired into threesomes and foursomes. The starter has the option to form a group of five at the tail of the field in fourball events.
  17. Pace of Play: Rule 6-7 will be enforced. Each group must maintain its position on the course with respect to the group in front. Any group with a clear hole in front of it, will be considered out of position. Penalties will be enforced and will be issued to individuals in such groups, who, by their pace contribute to such delay.
  18. Mobile Phones: if a competitor is in the possession of a mobile phone during a competition round it must be turned off or in mute/silent mode. If the phone rings it is deemed to be in use and this can be considered a serious breach of etiquette and may attract a warning and or disqualification under rule 33-7.
  19. Competitors, social players and caddies must conform to the Toowoomba Golf Club Ltd dress regulations.

Note: Specific events, such as Club Championships, Simon Shield and Matchplay events may have additional conditions.
